The
Texas Commission on Environmental Quality (TCEQ) is the environmental
agency for the State of Texas. According
to the TCEQ, cement kilns produce 43% of all point source*
air pollution in the Dallas-Fort Worth non-attainment zone. Good news for North Texans! Recent
advances in two areas can significantly reduce emissions: 1.
Combustion refinements now allow cement kilns to produce cement through a
process that burns half as much fuel and emits half the amount of carbon
dioxide. 2. Advances
in filtering technology allows kilns to retrofit equipment to continue
their current production process while reducing emissions. In March,
2009, new regulations by the TCEQ will require cement kilns in Texas to
meet new emission standards. "Dry process" kilns are required to
meet the standard of 1.7 pounds of NOx per ton or less. "Wet
process" kilns are required to meet the standard of 3.4 pounds of NOx
per ton or less. The dry
process kilns produce the product that has been dubbed "green
cement." *Point sources are large, stationary sources of air pollution, such as
factories, power plants, cement kilns, etc. The United States
Environmental Protection Agency's (EPA) National-Scale Air Toxics
Assessment (NATA) defines point sources as major stationary facilities
that emit or have the potential to emit 10 tons of any one toxic air
pollutant or 25 tons of more than one toxic air pollutant per year.
Unfortunately, NATA does not provide a breakout of more detailed point
source categories or include information on diesel emissions from point
